Dr. V K Arora, a Medical professional, is MBBS, DPH. He has worked in Health
Systems from Primary Health Center Level in different capacities and switched
over to training as Dy. Director Medical & Health Services at HCM RIPA and also
acquired fellowship in Training & Development from UK. Selected as Professor in
Center for Management Studies and as Incharge South Asia Management Programme.
Saught voluntary retirement in the year 1993 and joined NGO IIRM, Jaipur as
Executive Director. Worked as short term consultant for International
Organizations like UNFPA, Aga Khan Foundation, British Council, SIDA etc and
contributed to the projects sponsored by World Bank, WHO, UNICEF, mostly in
field of training. Presently associated with dozen of training Institutions in
different capacities.

Devendra Kothari

• Dr. Devendra Kothari, Professor, Population Program Management, obtained
Master’s degree in population sciences from Harvard University in 1975, USA and
PhD in Demography from the Australian National University in 1980, Australia.
• Currently, he is associated with the Forum for Population Action - an advocacy
group on population stabilization - as its Hon. Secretary. Also serving as a
member of Rajiv Gandhi Population Mission under the Chief Minister of Rajasthan.
• Dr. Kothari served as the as the Director of Rajiv Gandhi Population Mission
(2002-05), Government of Rajasthan under the Chief Minister of Rajasthan to
achieve the state population policy goals. He also served as the Director of the
Management Institute of Population and Development (MIPD) – a unit of Parivar
Seva Sanstha (2006-9).
• Dr. Kothari was with the Indian Institute of Health Management Research
(IIHMR), Jaipur for more than 13 years (1987-2000). He was instrumental in
conceptualizing and field testing of an alternative framework of population
program management known as Vikalp. It was launched in 1995 by then Chief
Minister of Rajasthan. Later various States Governments of India have adopted it
for implementation. The framework attracted international attention and was
recognized as a successful model to provide the family planning services looking
to the needs of clients by the UNFPA, New York in its publication: State of
World Population, 1997 (See Box 21).
• Dr. Kothari was appointed as a Chairperson of the National Committee to review
the implementation of the family welfare program by the Ministry of Health and
Family Welfare, Government of India (2000). Also served as a member of the
Expert Group, constituted by the National Commission on Population under Prime
Minister of India to suggest measures to improve the performance of population
programme in poor performing States of India
• Dr. Kothari headed the team, which drafted state-specific Population Policies
for Rajasthan (1998) and Madhya Pradesh (2000). He was with the Sardar Patel
Institute of Economic and Social Research, Ahmadabad, Gujarat (1982-87) and
helped the Gujarat Government in population program management.
• Dr. Kothari traveled widely including USA, Canada, Australia, several European
and Asian countries including UK, China and Japan. He played a major role in
advocacy on population stabilization issues with State legislatures and
bureaucrats. He has been a consultant to various national and international
agencies, including Planning Commission, National Council of Applied Economic
Research, New Delhi, UNFPA, UNICEF, ESCAP, and Plan International, Population
Action International, Washington DC. Democratic Republic of Laos, the State
Innovations in Family Planning Services Agency (SIFPSA), Uttar Pradesh, among
others. |
Rajendra Bhanawat

Shri Rajendra Bhanawat retired from the IAS on 30.09.2012 after 38 years of
service. His last assignment was as Managing Director, Rajasthan State
Industrial Development and Investment Corporation Ltd. (RIICO). Prior to this,
he worked as Secretary to govt. Rural Development, Animal Husbandry,
Commissioner, NREGA. He remained Commissioner of Jaipur and Bharatpur divisions
and Collector of Dungarpur and Baran districts. Some of the other assignments he
held include Director, Tourism, Director, Literacy and continuing education,
Labour Commissioner, Director, Land and Building taxes, Executive Director,
RSMDC, ADM,SDM.
He holds two M.Scs in Physics and Mathematics and two Diplomas in French and Labour Laws, Labour welfare and Personnel Management. He has been topper of Udaipur University in B.Sc. Examination and was awarded a Gold Medal. He was also awarded Gold Medal by Vaigyanic Balak – a Science magazine for standing first in University in the I Yr. B.Sc. examination.
He underwent 13 week training programme for overseas training specialists at Oxford, UK in 1985 and another 4 week training for management of civil services at ENA, Paris, France in 2004. Besides these, he also received several in service trainings in IIM, Ahmedabad and other prominent training institutions.
As a professional, in all his postings, Sh. Bhanawat has left marks of success combined with moral values, integrity and dedication wherever he went. He has made corporations like RSMDC, RTDC, and Rajasthan Small Industries Corporation etc., the quality producing and profit generating industries with his able and dedicated leadership. Profit of RIICO increased from 150 crores in 2009-10 to 475 crores in 2011-12 during his tenure.
He was awarded State Merit Certificate by Hon’ble Governor of Rajasthan on 15th August, 1993 for outstanding contribution to the field of Tourism. He also received NLM-UNESCO Award in 2000 at Vigyan Bhawan, New Delhi on behalf of Rajasthan for outstanding achievement in the field of Literacy.
He has written a number of articles on various aspects of management and administration. He has also authored a number of poems.
His areas of interest include ethics and compassion in administration, poverty alleviation, educational administration, reaching the unreached, good governance, tourism development.
He has visited countries like US, UK, France, Belgium, Netherlands, Italy, Spain, Switzerland, Austria, Kenya, Columbia, China, Russia, Egypt, UAE, Singapore, Malaysia, Thailand and countries in Africa, Europe and Asia several times for training and other professional assignments.
